Prior to establishing her own practice in 2025, Carol served in the roles of Administrative Services Director (ASD) and Community Services Director for the City of Cupertino and ASD for Dublin San Ramon Services District (water and wastewater special district). As Cupertino’s Administrative Services Director, she was responsible for Finance, Human Resources, Information Technology, City Clerk, Utility Billing, Emergency Services, Economic Development and Code Enforcement. As Community Services Director, she focused on Parks and Recreation, Park Planning, Neighborhood Watch, Block Leader program, and liaison duties to the Santa Clara County Sheriff’s Office, Fire District and Library, DeAnza College and the two Cupertino School Districts. As Dublin San Ramon Services District’s ASD, she was responsible for Finance, HR, IT, Executive and Utility Billing Divisions. In addition, she worked on water and wastewater rate studies and capacity reserve fee studies and designed and installed a .4-acre demonstration garden for recycled water education. She has served over a year and a half in the role of Interim City Manager/General Manager, collaborating with elected officials and community leaders on a broad range of issues and policy development. Ms. Atwood is a CPA with experience at the international public accounting firm of KPMG where she worked in the government audit/consulting sector.
